Department of Primary Industries and Regional Development (DPIRD) is seeking to engage Microsoft Power Platform Development Services. The Developer will be required to provide a system and application development service, including the following deliverables:
- Develop services and solutions using the Microsoft Power Platform suite of technologies including custom development and data integrations where required.
- Provide hands-on Microsoft Power Platform technical expertise throughout solution design and implementation.
- Review, mentor and develop internal resources to effectively use the Microsoft Power Platform suite of technologies.
- Exercise sound problem solving and decision-making skills to provide solutions to business challenges.
- Use the Microsoft Power Platform suite of technologies to automate business processes resulting in data visualization and low code applications.
- Prepare, update, and maintain design documentation relevant to the Microsoft Power Platform suite of technologies.
- Ensure application deliverables comply with the DPIRD Application Development Framework and DevOps where required.
- Participate in workshops and meetings as required.
The service requirements and deliverables identified above are high-level requirements that define the overall program of works over the Contract Term. It is anticipated that throughout the Term of the Contract, there will be periods of discovery where the Contractor requires specific direction from the Contract Manager, in the form of specific parcels of work to progress the overall program deliverables.
Two (2) specialists will be required during the Contract Term to provide 7.5 hours service per day, between 8:00AM and 5:00PM (Perth, AWST), Monday to Friday for 5 days per week (37.5 hours), excluding WA State Government gazetted public holidays. The Services will be required to be delivered at a mixture of DPIRD Perth Metro sites, however Specified Personnel will be primarily based at 140 William Street, Perth.
Other Requirements
Required experience, skills and conduct for proposed personnel:
- Significant experience developing solutions in the Microsoft Power Platform or Microsoft Dynamics 365 suites of technologies.
- Experiencing using Software as a Service (SaaS) and/or Platform as a Service (PaaS) environments as solution components.
- Skill with C#, SQL, .Net, Power Apps, SharePoint, Microsoft Dataverse (CDS), Power Automate.
- Experience with, and a good understanding of the Power Platform Centre of Excellence (CoE) and governance components.
- Honest, accountable, ethical and acts in the best interest of the Customer in line with the Customers’ published Code of Conduct.
Deliverables
Please refer to the Scope of Work and deliverables listed here, which the Contractor is required to complete for a successful outcome:
- Deliver fit for purpose application solutions built on the Microsoft Power Platform suite of technologies.
- Application solutions are aligned to business strategy, requirements and DPIRD security standards.
- Development of Microsoft Power Platform standards and patterns which align to DPIRD enterprise architect office guidelines.
- Produce as built and support documentation for Microsoft Power Platform applications.
- Create and maintain templates and design documentation relevant to the Microsoft Power Platform suite of technologies.
- Application development documents prepared using DPIRD templates.
- Perform application testing and guide DPIRD business users through User Acceptance Testing (UAT) activities.
- Collaborate with the DPIRD Information Services (IS) operations team to transition applications into production and business as usual operation.
- Application development is performed in accordance with DPIRD guidelines and industry good practices, such as undertaking design before coding, peer review of code, naming conventions etc.
- Provide subject matter expertise to DPIRD IS regarding the Microsoft Power Platform suite of technologies.
